The San Bernardino Council of Governments (SBCOG) supports the following programs.

Home Energy Renovation Opportunity (HERO)

The HERO Program allows property owners to make energy efficiency, clean energy, and water conservation improvements without any upfront costs with costs being financed through annual assessments added to the property tax bill.

During the first two years of the program over 10,300 property owners have made more than $190 million in improvements including efficient heating and air conditioning, solar power, artificial turf, energy saving windows and doors, and insulation.

San Bernardino Regional Energy Partnership (SBREP)

The SBREP brings Southern California Edison, Southern California Gas Company, and local governments together to help local governments set an example in their communities to increase energy efficiency, reduce greenhouse gas emissions, increase the use of renewable energy, and help reduce air pollution.

The program provides resources and expertise to local governments to help them conduct their own energy audits on government buildings, find ways to implement efficiency projects, and provide information to their residents and businesses on available energy efficiency programs.
